Ashot Zalinyan

Born in Yerevan in 1964, in a family of employees.
1981 Left secondary school N4 in Yerevan with a gold medal.
1985 Graduated from Yerevan National Economics Institute with honors and acquired a qualification of an economist.
1984-1986 Studied and graduated from the Department of Law of the Social Science Faculty at the Institute of National Economics in Yerevan and acquired a corresponding qualification.
1989 Graduated from the post-graduate course of Yerevan National Economics Institute, defended a candidate's thesis and received the degree of a candidate of science.
1989-1991 Senior research worker in the research laboratory of education problems' state regulation at the National Economics Institute.
1990-1991 Lecturer of a special course "Municipal economics management" in the chair of management of Yerevan National Economics Institute.
1991-1992 Chief specialist at the Ministry of Food Industry. Head of department after the reorganization of the Ministry into the Ministry of Food and Purchases. Afterwards continued his work at the Ministry of Economics, dealing with the control over the execution of Government's decisions, concerning the regulation of market relations.
1992-1996 Vice-chairman and head of planning commission of Miasnikyan district executive committee in Yerevan. After the reorganization of district executive committees into district governing bodies, worked as the first vice-chairman of "Kentron" district's administration in Yerevan.
1994-1998 Studied for getting Doctor's degree at the Research Institute of Economic Problems of RA Government.
1998-2000 Assistant chief of Information and Book-publishing administration attached to the Government of Armenia.
2000-2002 Councillor of Structural Reforms Committee of State Government system of RA.
2002-2004 Councillor of the Committee of RA Government of reforming the state government system, the systems of state control and audit of RA, as well as councillor on problems of structural reforms of the legal-judicial system of RA.
From 2004 Head of Financial-economic Board and chief financier at the General Prosecutor's Office of RA.
2001 Was chosen as an expert on problems of raising the productivity of state government of "Human development reform" of the UNO.
From 2002 Member of the committee of Civil Service Board of RA, dealing with competitions and attestation.
From 2002 Works in the sphere of re-qualification of Civil and State Employees, occupying high and chief posts in the state governing system of RA.
2003-2006 Chairman of NGO "Strategic Research Center of Governing".
2000-2005 Member of the editorial board of the analytical periodical "Рынок капитала в Армении" (The Market of Capital in Armenia).
From 2004 Assistant professor at the University of Economics, lecturer in the Chair of State and Municipal Governing.
From October 2007 Member of the Board of NGO "Democracy, prosperity, security" (DEMPROS).
    Author of a monograph on state governing and of numerous scientific researches and articles. He did researches and analyses on methods and models of reforming the state governing system in 2000 in Hungary.
    Made suggestions on reforming the state governing system, thus contributed to the acceptance of a more than 50 decisions by the Prime Minister and the     Government of Armenia. Completed the program of re-qualification "Development of Governing Skills" (Great Britain "DFID/APSREP", 2003).
    Masters the general Anglo-Saxon methods of improvement of state governing and the reforming principles of European models of state governing ("PAI" organization of Great Britain, 2002).
    Married, has 2 children.
